On October 3rd, the House of Representatives again passed the Pain-Capable Unborn Protection Act and sent it to the Senate where it was read twice and referred to the Senate Committee on the Judiciary.
House Majority Leader Kevin McCarthy (R-CA) said of the bill, "The Pain-Capable Unborn Child Protection Act will protect the voiceless, the vulnerable, and the marginalized. It will protect those children who science has proven can feel pain."
The bill bans abortions after 20 weeks, when "there is substantial medical evidence that an unborn child is capable of experiencing pain at least by 20 weeks after fertilization, if not earlier." There are exceptions for cases of rape, incest, or if the pregnancy poses a threat to the life of the mother. Any physician performing an abortion after 20 weeks without those exceptions could face up to five years in prison. Women seeking abortions are not to be penalized
President Donald Trump has promised to sign the bill if it passes.
Our Petition States:
We the undersigned are calling on members of the United States Senate to pass the Pain-Capable Unborn Child Protection Act.
Protecting vulnerable unborn children after 20 weeks gestation, when medical evidence has determined that a pre-born child feels pain, is a policy on which every American should agree! Statistically, a majority of Americans now support the protection of preborn children after 20 weeks of gestation.
This bill is not a declaration of a so-called "war on women." Instead, it protects the most vulnerable in society.
The U.S. Senate has failed twice to pass this bill following approval by the House of Representatives. Now is the time to pass the Pain-Capable Unborn Child Protection Act.
